How do appliances with a heating element make heat but yet not trip the breaker?

Because there is so much resistance in the heating element that the electricity does not go rushing through to pop the breaker. It gets slowed down so much that it heats up the wire.

It isn’t a direct short. There is resistance in the coils that cause the heat and keep the breaker from tripping.
